Pay stub, pay slip, salary slip, earnings statement, proof of income...
Whatever the designation, this is one of the most common document types across the global economy: a document provided by an employer that outlines an employee's earnings and deductions for a specific duration.
Pay stubs provide proof of payment/income, often required for credit assessment (loan and mortgage underwriting) or work history verification (tenant and employment screening).
Unfortunately, their popularity for verification purposes also makes them a prime target for fraud.
Financial criminals regularly create fake pay stubs using editing software, online templates, and now entire paystub generators.
We’ve already written about the emergence of fake pay stubs (and how to spot them).
Now, our Threat Intelligence Unit is taking a closer look at these “paystub generators,” and what they mean in the larger context of online tools that allow people to quickly generate authentic-looking financial documents.
How many of these generators are out there?
How big is their customer base?
How do they function, and how are these platforms exploited by criminals?
Read on to get an inside look into the world of fake income documentation.
What is a paystub generator?
A part of our “generator” template farm category, a paystub generator is:
Pay stub generator:
An online tool combining a form-like layout or template with calculated fields to provide documents serving as a proof of income, including all necessary information on the employer, the employee (or contractor), taxes and deductibles required on such document.
By definition, these generators specialize in providing income confirmation documents that look completely authentic, with complex layouts, company details, logos, or even more intricate elements to elevate documents’ credibility.
And they’re very easy to use and navigate, usually advertising the generation of a pay stub in 3 simple steps. Just fill out each section properly and an authentic-looking pay stub is ready for use.

Why bother creating your own layouts or editing a template manually when a finished document is only a couple clicks away?
That said, this is not a one-size-fits-all use case. These generators come in many shapes and forms with varying pricing, templates available, or functionalities (logical checks, address autofills, deposit slips etc.).
Some pay stub generators focus specifically on pay stubs and other major tax-related financial documents (W2 forms, 1099 forms, 1040 forms etc.).
Others, often free to use, are landing pages of HR or payroll software providers, acting as a marketing play to bring in more leads. And some are subsections of wider template provider websites. We break down the full typology of pay stub generators in its own section below.
So they’re readily available and come in a wide variety, but how can these generators be misused?
And what types of fraud are they assisting?

Let’s get into the specifics of what document fraud fake pay stubs enable:
- Loan & credit fraud. Inflating income to qualify for personal loans, higher-limit credit cards, auto loans, BNPL, or mortgage applications (often combined with fake bank statements).
- Rental & leasing fraud. Faking employment and income to pass landlord checks, commonly paired with forged references or bank statements; frequently seen in short-term rental abuse and professional squatting.
- Employment fraud. Misrepresenting income or employment history to get hired under false pretenses, pass background checks, or support fabricated contractor or freelancer profiles.
- Benefits & subsidy fraud. Underreporting or misreporting income to qualify for welfare, housing benefits, or emergency relief programs.
- KYC & onboarding abuse. Using fake pay stubs as proof of income or employment, or to support source-of-funds narratives during onboarding or remediation.
- Insurance fraud. Inflating salary or income history to increase disability, accident, or compensation payouts.
There are obviously more examples of financial crimes that rely on fake income documentation due to its common use across the global economy.
One area that has been seemingly hit hard by fake pay stubs is tenant screening.
A quick search on Reddit shows numerous threads where landlords are discussing strategies and approaches to dealing with fake pay stubs, and a few answers even namedrop some of the generators we have been researching (and that are still very much operational).

Another common use case of fake pay stubs is loan underwriting, mostly for home or car purchases.
Advertisements stressing the loan approval use case are sometimes published by the paystub generators themselves, as is the case with a YouTube video published by one of the more popular generators we’ve analyzed, paystubsnow.

We have also seen numerous examples of threat actors specializing in providing these loan approvals, and while a fake pay stub is not the only component of this criminal activity, it very much is a core one.
Sometimes, these “approval” specialists would even go as far as using the name and brand of credit verification tools as a marketing tactic to claim that their documents can successfully pass the checks conducted by these platforms.

We have seen numerous ads targeting Snappt, a fraud detection platform designed for property managers, claiming that their fake documents can pass the platform’s checks successfully.
Sometimes, they would even go as far as including the platform‘s name in the social profile username.

That said, paystub generators and their outputs can have many use cases. But not all of these use cases are illegal, as much as we believe that might often be the case.
Pay stub generators: legitimate vs illegal?
Pay stub generators require a nuanced approach when it comes to financial crime.
Template farms, for example, are clearly targeting customers who want to use fake document templates for illegal activity (even though they might try to hide behind disclaimers about novelty uses).
The same can be said for account farms, as “verified” accounts are obviously being marketed to individuals or groups that purposefully do not want to create accounts in a legitimate manner.
The case of pay stub generators is different. By now, we know these tools are being misused by financial criminals. At the same time, they can also be (and likely are) used legitimately.
Small business employees, temporary or seasonal workers, contractors, freelancers, all of these different groups may not have access to a formal, company-wide payroll tool. They can make use of these pay stub generators to automate this process rather than crafting their own document templates from scratch.
But that’s the problem with these tools. They’re not payroll providers. They perform some basic pay or tax-related calculations, but they do not issue wages or verify the employment relationship, the sheer existence of the employer, or any other personal details put into the document.
They just put a shiny wrap around whatever data the user inputs. And they’re very much aware that’s all they do.
They try to cover up the ill-intent with disclaimers forcing the user to state that the platform “will not be used for any illegal purposes.”

But these warnings ring eerily similar to the “novelty use” claims we saw on various template farm websites.
Some generators even have dedicated blog articles detailing that while the creation of fake pay stubs is not illegal, their use for any kind of financial crime purposes obviously is.

Some articles on these generator sites would even suggest ways of discerning the fakes from real pay stubs, likely attempting to establish their expertise and advocate for the "authenticity" of pay stubs generated using them.

And some of these articles go even further, suggesting that you can recognize fakes through identifying visual or mathematical consistencies, when, with the same breath, they would advertise their tools as the solution to create "professional" or even “authentic” pay stubs.
The inclusion of these disclaimers and articles on the generator sites clearly shows that their owners have knowledge of their misuse (at least to some extent).
Whether they’re trying to prevent that misuse, or simply trying to offset the responsibility away from themselves and onto the end users, could vary platform by platform in this grey area of financial document creation.
For example, one of the most visited of these generators, thepaystubs.com, literally has a blog article and a video titled “8 Tips For How To Make Fake Pay Stubs,” published at the end of last year.

You wouldn’t create content for your website like this if you didn’t already have an idea of who your tool might be servicing, potentially on a highly frequent basis. You’re also clearly hunting for SEO ranking and targeting people who might search for tools providing fake pay stub creation.
In short, while these tools might be used legitimately, they often seem to be advertising for and catering to individuals looking for fake documents and their creation rather than those ephemeral "small businesses."
So, how many of these generators have we actually catalogued and analyzed?
Threat intel stats on pay stub generators
Let’s get to the facts and data-based insights our threat intel unit has gathered so far.
How many pay stub or pay slip generators have we found?
In a relatively short time span, we have tracked 150+ different generators. This figure includes everything from fully dedicated websites to payroll software subpages.
These sites provide 350+ different pay stub templates when we include layout and color variants.
We have tracked around 40 fully dedicated websites. These generators are obviously the most relevant ones, as they provide sophisticated templates, often in numerous visual variants, and are clearly intended for repeated use.
How popular are these pay stub generators?
The most popular websites can generate up to 200k+ visits monthly, totaling millions of visits in a year.
In aggregate, the 20 most visited “dedicated website” generators have accumulated over 10 million visits in 2025.
The top 10 websites on our list reach about a million monthly visitors.
Even if just 1% of that traffic had the intent of pay stub generation to commit further fraud or any other financial crime, that’s still 10k fake pay stubs generated monthly on these top 10 websites.
And as elaborated on above, we have credible reasoning to suspect that the "intent to commit crime" ratio is much higher.
What kind of traffic do they get?
While we can’t realistically estimate the split between legitimate and illegal uses of these generators, we’re seeing that over 50% of their traffic comes from organic search.
Why does this matter?
Anytime a wanna-be or established fraudster tries to search for a fake pay stub tool, these sites are in the top results. For that alone, these generators present a specific threat.
38% of pay stub generator traffic is direct.
This means that these generators regularly invest in their backlinking and advertising efforts, and a significant portion of their customer base is likely returning clients who access the site right away without the need of searching for it.
This could very well be fraudsters repeatedly in need of new fake pay stubs to use for their illegal operations.
How much does it cost?
With respect to pricing, there’s a 50/50 split between free-to-use and paid generators, with nearly all of the “dedicated website” (and more sophisticated) generators on the paid side.
Price–wise, pay stubs cost anywhere between $4–35 USD, with most generators selling a single pay stub for under $10.
Some generators also use the subscription-based pricing model, offering unlimited pay stub creation for just a few dollars.
High-level stats aside, what are then the top pay stub generator websites we have seen?
Typology and examples of pay stub generators
We’ve given you an overview of the pay stub generator landscape: the definitions, the use cases of fake pay stubs, the issue of these generators legality, and the data we gathered on the size and diversity of this sub-market of the fake document ecosystem.
But I bet you want to know more about the generators themselves.
As said, we’ve already catalogued 150+. We can now establish a typology of these generators. We’ve come up with 4 different categories:
- The Specialists: Fully dedicated websites focused on pay stub generation with numerous templates and advanced calculations
- The Payroll Advertisers: Subpages meant to advertise HR/payroll/accounting software, free simple generators with less functionalities but can still be misused)
- The Imitators: Outlier cases, often obscure websites with little traffic, but clearly attempting to imitate other pay stub issuers like the payroll software providers
- The Template Silos: Template-oriented websites, don’t generate complex pay stubs but offer numerous editable templates, somewhere on the spectrum between full template farms and template hubs
We start with the most visited generators, ones that are fully dedicated and specialize in providing advanced pay stub creation.
They’re also sometimes the most opaque websites, with unclear ownership, business footprint, or their actual position on the issue of their legitimate or illegal use.
I call them: The specialists.
The specialists
This is the most important category. These generators have:

There’s 15 of these sites within our pay stub generator catalog, and they have at least 10k+ monthly visits.
Let’s take a closer look at some of the most popular "the specialist" type generators out there:

This is one of the oldest and the most visited pay stub generators we’ve seen. The website advertises “instant online pay stub generation”, but also provides templates for numerous other US financial documents (W2 Form, 1099 Forms, 1040 Forms, W4 Forms, 941 Forms and other) demonstrating its focus on US financial documentation.

Each pay stub costs 11.99 USD, and there’s 10 different visual template variants available both as a PDF file or a JPEG image. pay stub creation includes various optional fields like the deposit slip, various tax deductions or the inclusion of a company logo.
The website is operated and owned by FinancialDocs FZCO, a UAE company headquartered in Dubai according to the Dun & Bradstreet Business Directory.

The company has a fairly limited digital footprint. While it operates its own pages/profiles on Facebook, X or LinkedIn, it’s not very active on any platform and has not gathered significant following. Media-wise, we found only one article praising the company’s solutions.
However, the company clearly does invest into its digital marketing, with almost 30k backlinks, high organic ranking for keywords like “pay stub”, “checkstub” or “pay stub generator”, and now of course even being suggested or recommended by various AI tools.
The service has also gathered almost 1,500 reviews on TrustPilot, with 70% of reviews giving it a 5-star rating and people praising its ease of use and the ability to quickly create “legit” pay stubs.
The issue of legality is especially intriguing when inspecting the website’s blog. On one hand, there’s an article like “Is it illegal to make fake pay stubs?” (published in January 2025) that stresses the fraudulent nature of using a fabricated pay stub and stating that people should “not even think about creating fake pay stubs which is illegal and unethical”.
On the other hand, the site would suggest “a smarter, safer way which is using a reputable pay stub generator that will transform your earnings into official, accurate statements that lenders will accept”.

Such contradictions are found throughout the entire blog and implies that the company very well knows who the target audience might be, as much as it is trying to hide behind the allure towards “small businesses” and “freelancers” in need of proof-of-income documentation.
A quick look into other activities of the company behind thepay stubs.com shows that it also operates and owns another fairly popular pay stub generator, pay stubs.net, as well as a payroll software provider blinkpayroll.com, diversifying its coverage of the pay stub creation and payroll software markets.
All things considered, the company appears to be doing pretty well as its pay stub generator is the most popular one we’ve seen, averaging around 150k visits each month in 2025, and almost 1.8M visits total for the year.

Reacheckstubs.com is another highly popular pay stub generator with around 140k average monthly visits in 2025. The site focuses primarily on pay stubs, with several other forms (W2, 1099, employment agreement or employment verification) also available.

The generator has 9 visually distinct template variants, even imitating pay stub layouts of issuers like ADP which it labels as the “industry standard” template.

Once again, things get tricky once you try to find out who owns and operates the website. Within its terms & conditions page last updated in 2021, the website specifies “the Realck company (Real Check Stubs)” as the provider of the service.

Crunchbase and G2 then attribute the website ownership to a company named “Real Check Stubs”, allegedly headquartered in Brazil. However, we were not able to verify this within the official Brazilian company register, and no company with that exact legal name seems to be listed.
The platform has profiles on Facebook, X or YouTube, but with no significant activity or following. It also has its page on LinkedIn, but without any tangible history of communication, employees or following. It also lists “wholesale building materials” as its line of business, just in case things weren’t confusing enough.
The site has actually been mentioned several times by companies or websites focused on property management or car dealership scams as a website providing convincing pay stubs used for tenant screening fraud or car loan fraud, falling exactly in line with our outlined financial crime use cases. The platform also has its own Reddit thread, and one response in particular deserves to be highlighted, with a user stating:
“I have used this exact site for every single apartment I have ever got into. Multiple units, buildings, and even different states…The only thing I’ve ever been questioned about is “what is this company?”
Last interesting tidbit – a profile of the generator on the website about.me (AI-driven summaries and bios of profiles) mentions “Mike”, a web developer from Canada who is a fan of “baking, business and stubs”, and claims the website to be “his store”.

So we have a potential website focused on US financial docs, owned by a Brazilian company, with a web developer in Canada and a fairly inconclusive digital footprint. Opaque business footprint at its finest.¨
Not that it would stop the generator from being frequently used, as it is the second-highest visited generator on our list with 140k average monthly visits in 2025.
Paysliper.com
Established (year): 2020
Origin (country): Malaysia
Owner (company): J.M.P. CORE ENTERPRISE

No. 3 on our list of most visited generators, Paysliper.com focuses strictly on pay stub (payslip) generation, providing 10 different template variants.

The different thing about this generator is its pricing strategy. While most generators have strict “pay per pay stub” pricing, paysliper.com leans into the subscription model, and for as little as 3, 5 or 7 USD, you can generate unlimited pay stubs and download these in bulk.

That might of course come in very handy to any financial crime actor who’s committing attacks at scale and has a need for numerous fake pay stubs in a short span of time.
Compared to the previous generators, Paysliper does not have any profiles on social media other than a YouTube channel with 1 published video since 2021. Similarly to previous cases, the digital footprint is largely opaque and does not include any relevant media mentions.
It’s then all the more interesting that this is the 3rd most visited pay stub generator we have seen, with 1.3M visits in 2025. Over 52% of its traffic is organic, meaning that the site is doing a good job at SEO ranking, which also likely primarily targets Asia as the top countries with most traffic for the site are India, Pakistan, Philippines or Malaysia.
Maybe we shouldn’t be surprised by this at this point, but this is yet another pay stub generator owned and operated by a foreign legal entity. In this case, the website’s terms of service specify the company J.M.P. CORE ENTERPRISE as “the Company” responsible for the service.

The terms do not specify any company ID, and inspection of the Malaysian business register does not imply that an entity with this specific name exists (there are several entities with “JMP” in its name, however, clear attribution cannot be made without other supporting information like the company ID).
What sets Paysliper apart from the other generators to some degree is its expansion to different versions of the generator as opposed to just having a website. There is an app listing for Payslip both on the AppStore and GooglePlay, sadly, other than the company name, there is no further information available.


These are 3 main examples of the most notorious pay stub generators out there. They all share the sometimes very mixed messaging on the legitimacy of pay stub generation, as well as the opaque business footprint and history.
Considering that these major websites potentially service hundreds of thousands of users on a monthly basis, their pay stubs’ impact on the document traffic of various (primarily US-based) financial institutions or other businesses is considerable. We know because we’ve seen pay stubs created by these generators in our own traffic plenty of times. Combined with their fairly opaque business history, these generators present a threat to be taken seriously.
But as said, they’re not the only generators out there. Let’s move to the second biggest category of pay stub generators – the Payroll Advertisers.
The payroll advertisers
This is the category we came across the most when cataloguing generators. These are often free to use, straightforward tools, with one template variant and no special add-on field or other visual customization.
These generators are often listed as subpages of larger websites of companies providing payroll or accounting software, filing, or calculations.
Offering a prospect free earnings calculations and pay stub generation is a logical marketing tactic and, compared to the most visited generators, the original intent here was not to facilitate creation of fake income documentation.
You also won’t see any “illegal use” disclaimers or blog articles on fake versus “official” pay stubs on these sites or when using their generators.
There’s over 50 of these examples in our pay stub generator catalog, and some of them are related to well-known payroll/accounting/business software providers.
Let’s take a look at a few examples.
Zoho.com
Zoho is a global software company that offers a suite of cloud-based business tools, including CRM, finance, HR, and IT management, used by millions of businesses worldwide.
Its payroll product, Zoho Payroll, is designed to help organizations automate the payroll lifecycle: from salary calculations to tax withholdings, filings, and compliance across multiple jurisdictions.
Zoho’s free payslip generator offers a simple fillable form to generate simple payslips, without any advanced functions or calculations.


The generator is locked for India as a country (and rupees as currency), making its use somewhat limited (but likely sufficient as an advertising tool).
Xero.com
Xero is a technology company best known for its cloud-based accounting software tailored to small and medium-sized businesses. Since its founding in 2006, Xero has grown into a major global SaaS provider with millions of subscribers across multiple countries, offering tools for bookkeeping, invoicing, bank reconciliation, reporting, and financial management.

Unlike Zoho, Xero does not offer a web-based generator to create pay stubs online, but offers an editable PDF template upon submitting your personal or work details, functioning as a simple lead generation tool. However, the template has very limited functionalities and options to customize the pay stub.
Wave (Waveapps.com)
Wave Financial is a Canadian software company that provides free cloud-based accounting and financial tools for small businesses and freelancers. Its core accounting suite includes features like income and expense tracking, invoicing, receipt scanning, and financial reporting.
Wave’s generator is another very simple web-based tool with no advanced calculations or anything. And the form accepts any inputs as far as addresses, names or numbers, obviously not employing at least the most basic logical conditions.
It’s then all the more surprising that the company would stamp its logo on the footer of any document created in such a way, potentially lending its brand reputation to anybody who might want to generate a fake pay stub using their website.


To sum this up, the Payroll Advertisers do not present nearly as much of a threat as the Specialists. No batch generation or downloading, and a lot of limitations when it comes to template variants or advanced tax and pay calculations.
Still, the fact that these big companies would provide a sense of authenticity to the generator outputs via stating that a pay stub was generated using their solution does present an issue, especially in the case of some of the major companies we listed as examples.
In a way, the company does lend a part of its reputation to potential fraudsters arguing for a fake pay stub being authentic because the company willingly issued it.
And honestly, why wouldn't they.
The imitators
This category entails websites that often function similarly to the Specialists, but they are way more obscure in terms of traffic and their potential pool of customers.
These sites are also sometimes even more brazen with their messaging, and spend less effort trying to position themselves as legal tools prohibiting any illegitimate use of their pay slip generators.
This is even more pronounced with a few examples where the generators outright name their templates after the official payroll software providers whose documents they imitate.
Mintslip.com
This generator is one of the youngest websites in our catalog, as it was started at the end of October 2025 (the Internet Archive does not even have a capture for it yet).
Regardless, the website looks quite professional and similar to many of the Specialists, and offers pay stub generation for the US and Canada, as well as a AI-powered resume builder or creation of tax-related US documentation.

Things get interesting once you move to pay stub generation. The generator offers users selection from 3 major payroll software providers – Gusto, Workday, and OnPay – and while it uses the word "inspired", the pay stub layout is essentially indistinguishable from pay stubs generated by these payroll providers.

They say imitation is the sincerest form of flattery, but in this context, such high level of imitation is also perfect for potential fraudsters who might wanna put any kind of personal or payment information on a pay stub, and then claim it was issued by one of the reputable, major payroll providers.
As MintSlip is a newborn site with little no traffic, it might seem that its generator does not present a serious threat.
On the contrary, the existence of such a website (and others) shows that even an obscure site can provide very high-quality fakes, and can easily skyrocket in popularity provided that its admins are able to attract traffic through successful SEO tactics or adequate direct marketing within relevant channels or platforms.
The template silos
Last, but definitely not least, are websites focused on providing pay stub templates. These often do not meet the formal definition of a pay stub generator we outlined above, but are still relevant as their templates are actively being used for fake pay stub creation.
In a way, these websites are almost closer to those of template farms. But they often provide a wide range of templates, ranging from very generic to weirdly specific, still posing as if they are not targeting criminals as clearly as template farms.
They’re also not like template hubs, which are document-hosting sites storing millions of (often authentic) documents that can be downloaded and misused by anybody, and are not strictly template-focused.
Let’s look at a good example of a "template silo."
TemplateLab.com
TemplateLab is a website we’ve known for a long time now, and is one of the more puzzling websites we have seen.
The site has hundreds of business, legal, real estate, personal or art document templates (these are the main categories listed on the site).

The site then encompasses everything from highly generic templates for personal budgets, project planning or vision boards, to categories that veer eerily close to the offering of template farms like bank statements, social security cards, pregnancy verification documentation or even loan pre-approval letters.

While one could argue that all of these could technically be generic, the templates often include logos and information of specific financial or other institutions, further raising concern that these could be misused by criminals.
Of course, the site’s catalog includes pay stub templates (the category is even shown at the top of the homepage grid), for which TemplateLab offers 24 different variants.
While these do not attempt to mimic major payroll providers as is the case with the Imitators (see above), their visually complex layouts can often lend at least a certain sense of authenticity.

As said, template silos are almost its own segment of the fake document ecosystem, and while nearly not as big of a threat as the major pay stub generators, they cannot be discounted.
Just consider that TemplateLab alone has amassed around 10.6M visits in 2025 alone. These are not "rookie numbers".
We have established 4 main categories of pay stub generators and included examples for each.
At the moment, we’ve found more than 150 different generators, and the list keeps growing. As is the case with our other research areas like the template farms or the account farms, this ecosystem will keep evolving and most likely expanding.
So what can be done about these pay stub generators?
Our approach to pay stub generators
As we’ve just shown, there’s no shortage of online tools for making quick and quality pay stubs.
While mentioning the web traffic stats on these sites, this is just one part of the equation.
As a document fraud tool, we have seen plenty of documents created using these generators within our own production.
So what’s our current approach to online generated pay stub documents?
It can’t conclusively be ruled that these generators only produce fake pay stubs (look above to the legitimate vs illegal use section), but we’ve now moved to flagging documents that come out of these websites.
With legitimate use cases in mind, pay stubs and payslips created using these providers merit further review of a case at the very least, and it is understandable that some companies could move to reject these documents outright if their risk appetite or exposure is high enough.
On our side, the core detection message is simple: we’ve catalogued all of these generators, we’ve sampled them, and we will now always warn of any of these generators being used.
But don’t rely on pay stub verification alone. Ideally, you should corroborate by requesting an additional document on top of the pay stub, for example, a bank statement showing that the alleged sum of money paid out on the pay stub can be cross-checked within another document showing the specific transaction.
The fake document ecosystem is endlessly diverse. It doesn’t really matter what document a fraudster is in need of – there will always be some provider that’s ready to deliver.
